I have the ability to PM as well. It might be a preference on your account though. Have you checked everything about PMing under the User Control Panel?
... I swear I checked a bit ago and I hadn't seen the Private Messages tab. Although that very easily could have just been missed. Even so.

I wonder why some members aren't allowed to PM? I'll also fix Saphia, though I'm hoping WEO can look into it and make sure it won't bother other members either.
I have noticed this too that some regular accounts have PMing turned off.

No, I don't believe these users are being recognized as newly registered members, since their posts would have to be approved, and it doesn't say that they are in that group.
