Panem ( I'm quite sure it's what's left of U.S.A. after somekind of nuclear war or something, I've forgotten) is a country divided into the capital, and 13 districts.
The country is dictatoric, and each to keep the inhabitants under control, the government each year arranges a 'competition', forcing each district to send 2 participants ( 1 girl, 1 boy). All districts have to participate, except for the capital and district 13, since district 13 got, like, bombed or something and everybody, kinda, died.
The 24 participants get sent to the capital, into an arena.
24 goes in, only 1 is comes back.
To make sure that there's only one survivor/ winner, the government has placed traps all around in the arena.

All of Panem's inhabitants are forced to watch this on the TV, and it's sent live 24 hours. Even the parents and siblings have to watch.
