It could be, but the Off Topic Topic is also for general things like what you did today, getting to know people.. you know. But on this topic you can simply be random, because you're bored. You could try to do that in the OTT, but I doubt it'd get far or follow through. It'd be easier to handle the randomness and nonsense here, because everyone here will participate in it.
