Elk can have 2
Wolves can 5

Actually, I've seen a wolf litter with three pups. Someone in Danica's pack (I think it was Sangue) told me there was a wolf litter in a nearby den. I took a look, and there were three pups named Deneb, Kiri and... I never found out the name of the last pup. I didn't want to stay inside for very long.

Coyotes can have 3-6 I think. I've also had a litter of wolf pups with 5.

I recently raised fox litter, there was 8 or more, NOT EASY.
