Definately the animals happiness. That is the key to having a good zoo to me.

I've personally never been to or seen a zoo that had cages too small for its animals.
But generally, a zoo is supposed to be an establishment that contains animals for conservation, study or display for the public; usually all three.
I'm guessing it's illegal to confine an animal to small spaces for long periods of time, anyway? Mainly because of a law I've heard about stating how an animal should have a certain amount of space to move in when being transported by train(random fact, yes), so it would be weird if this didn't apply to living space?
So technically a zoo that breaks the law in some way wouldn't really be a legit zoo, would it? Because I sure don't know.
