Guest viewing control panel?!

I was in the “WHO IS ONLINE” Thing and I noticed something... One of the guests had this:

Guest Viewing user control panel Mon Jul 02, 2012 11:00 pm

How do they view the user control panel? I didn’t know that they could do that.....

It could be someone who timed out but was on their control panel, and came up looking like a guest.
