Is it possible for someone to pick up a person w/o permission in w1 to be against the rules?

Um Kiba, I asked this before and you were one of the people that commented and answered, I think you already know the answer. Also, this goes in the support topic, not the city hall. Anyways a few days ago I asked this, it is on the support topic if you would like to look, I think it is locked though, and if you don't have a picture, you cannot report. So basiclly it's too late, but if you get a screenshot then yeah.
